The Jews were responsible for bringing negroes into the Rhineland with the ultimate idea of bastardising (lowering the quality of) the white race they hated and thus lowering its cultural and political level so that the Jew might dominate.
Hitler is saying that the Jews are liable for all damages and wrongs in Germany and the Jews are trying to rid the world of pure germans.

Hitler is saying that the jews would corrupt the Germans by having kids and relations with the pure Germans which would ruin the "Germans perfect race".
